One of the key elements of the EU`s free trade and preferential agreements is the degree of improvement in market access, thus contributing to the EU`s foreign policy objectives vis-à-vis developing countries and Europe`s neighbours, including the Balkan countries. Previous preferential trade regimes were ineffective in improving access to the EU market. The main reason for this is probably the very restrictive rules of origin imposed by the EU, coupled with the cost of proving consistency with these rules. If the EU wants the Everything But Arms agreement and the free trade agreements with the Balkan countries to significantly improve access to the EU market for products from these countries, it must review the current rules of origin and implement less restrictive rules, supported by a careful protection policy. There are approximately 250 trade and related agreements in the TARA database. The TAC program, in collaboration with other trade experts from the U.S. administration, believes that the trade barrier problem may be the result of a foreign country not complying with the obligation of a trade agreement with the United States, the program works by senior U.S. government officials and U.S. embassies to get the foreign government used to its agreement. Experts from the U.S. government will establish the facts and show officials in the other country why we believe the case in question is not in accordance with their agreement. The growth prospects offered by these trade agreements will not be fully realized without their full implementation.
